Meat Processing Business Permit Requirements and Item Manufacturing Report — Workplace Standards and HACCP for Ham, Sausage and Seasoned Meat

Making and selling meat products such as ham, sausages, bacon, dried and preserved meat and seasoned meat is a meat processing business, a type of livestock products processing business under the Livestock Products Sanitary Control Act, and a permit is required for each workplace. The workplace must be separated from facilities used for other purposes, with lighting of at least 220 lux and temperature control that keeps the processing room within 15°C, and the operator completes 6 hours of livestock products hygiene training before opening. The permit fee is 10,000 won (9,000 won online), and an item manufacturing report is filed for each product before production starts or within 7 days after it starts. Meat processing business operators must comply with HACCP (Hazard Analysis and Critical Control Points standards), so it is safer to design the permit floor plan to HACCP standards from the start.

Procedure

  1. 1. Confirm the meat processing permit applies

Making meat products such as ham, sausage, bacon or seasoned meat from meat and supplying or distributing them requires a meat processing business permit. Only cutting and packing meat is a meat packaging business, and a butcher shop that makes meat products and sells them directly to final consumers falls under the instant meat sale and processing business, which is a report. Meal kits made mainly from meat the operator cut or meat products the operator made fall within the meat processing business.

  2. 2. Plan the workplace location and facility standards

Workrooms such as the raw material room, processing room and packing room must be in a separate building or separated by walls or floors from facilities used for other purposes, and each facility must be separated or partitioned. Floors need waterproofing and drainage, inner walls need light-colored water-resistant finishing up to 1.5 m from the floor, lighting must be at least 220 lux, and the processing room needs temperature control that keeps it within 15°C except where heat treatment is done. Automated facilities are the rule from mixing raw materials to packing, with exceptions for products such as bacon or dried and preserved meat where automation is difficult.

  3. 3. Prepare the laboratory, water supply and HACCP

A laboratory is needed to test processing standards and specifications, but it can be omitted if self-testing is entrusted to a designated livestock products testing and inspection institution. If groundwater is used, the water source must be at least 20 m from toilets, waste facilities and similar places, and a water quality test report should be obtained. Meat processing business operators must comply with HACCP, so zoning and work flow should be designed to HACCP standards.

  4. 4. Complete hygiene training and apply for the permit

A person who intends to run the business first completes 6 hours of livestock products hygiene training. The business permit application is submitted to the permitting authority with the workplace facility list and layout and a water quality test report (if groundwater is used), and the corporate register, building register, land use plan confirmation and health certificate are checked through shared administrative information. By law the permitting authority is the Mayor or Governor of the city or province where the workplace is located, and some have delegated it to the city, county or district, so the filing office is confirmed first; the authority must notify the decision within 8 days of the application.

  5. 5. Item manufacturing report and post-permit management

For each product, an item manufacturing report with a manufacturing method description and a shelf-life setting statement is filed before production starts or within 7 days after it starts. Changes to the product name, raw materials and mixing ratio, or shelf life require a change report within 7 days; changing the business location or the raw material room, manufacturing and processing room or packing room requires a change permit, and changes to the representative's name, trade name or other facilities require a change report within 7 days. Annual production results are reported by the end of February of the following year, and the operator receives 3 hours of hygiene training every year.

Frequently asked questions

Does a butcher shop that makes and sells seasoned meat need a meat processing business permit?
A butcher shop selling directly to final consumers can operate under an instant meat sale and processing business report instead of a meat processing business permit. The instant meat sale and processing business sells meat while making meat products (excluding canned and bottled products) and selling them directly to final consumers. To supply the seasoned meat to restaurants or distributors, a meat processing business permit is required.
What is the difference between a meat processing business and a meat packaging business?
Adding additives or other foods is a meat processing business, while cutting or grinding meat and packing it as is makes it a meat packaging business. Packaged meat contains no chemical additives or other foods, so seasoned meat becomes a meat product. By law the meat processing business is permitted by the Mayor or Governor of the city or province, and the meat packaging business by the head of the city, county or district.
Does a meat processing business also need HACCP?
Yes. Under the Enforcement Rule of the Livestock Products Sanitary Control Act, meat processing business operators must comply with the HACCP standards notified by the Minister of Food and Drug Safety. Failure to comply with HACCP is punishable by up to 3 years in prison or a fine of up to 30,000,000 won.
When must the item manufacturing report be filed?
It must be filed before production starts or within 7 days after production starts. The report is accompanied by a manufacturing method description and a shelf-life setting statement, and products without established processing standards and specifications also need a temporary standards and specifications review from a livestock products testing and inspection institution. Failure to file the report is grounds for administrative sanctions such as business suspension.
Can an administrative agent handle the meat processing business permit and item manufacturing report?
Yes. Hwang Yunsang Administrative Office reviews the business type that fits your operation, checks workplace facility standards, prepares the livestock products business permit application, organizes supporting documents and submits them to the permitting authority on your behalf. After the permit, we also prepare item manufacturing reports and change reports, change permit and change report forms, and business succession reports.
