School Record Correction Request in Korea — Academic Performance Management Committee Review and Supporting Evidence

Schools close the school life record by the last day of the school year, and after that, corrections to previously entered data are prohibited in principle. However, under Article 19 of the Guidelines on Preparing and Managing School Life Records, a correction can be made when there is objective supporting evidence and the school's Academic Performance Management Committee has reviewed it. The student or a guardian may request a correction from the school under Article 36 of the Personal Information Protection Act, and Article 43 of its Enforcement Decree requires the school to give notice of the action taken within 10 days of receiving the request. The request should match each item and wording to be corrected with the reason it is inaccurate and the supporting evidence, so the committee can use it as a basis for its decision.

Procedure

  1. 1. Review the record and identify what to correct

First obtain a copy of the school life record and mark which wording in which section (personal and enrollment details, attendance, subject learning development, or behavioral characteristics and overall comments) is inaccurate. You can request access from the school under Article 35 of the Personal Information Protection Act, and the school must allow access within 10 days of receiving the request.

  2. 2. Gather objective supporting evidence

Article 19 of the Guidelines allows corrections after closing only where objective supporting evidence exists, so collect dated materials such as medical certificates, absence notices or official letters for attendance, certificates or participation records for awards and activities, and counseling records, text messages or emails for written descriptions. Items backed only by a claim without evidence are hard to have accepted as grounds for correction.

  3. 3. Draft the correction request

In the request, set out in a table the student's details, the school year and section, the current wording and the requested wording, the reason it is inaccurate, and the attached evidence numbers. Write around dates and documents rather than emotional language, and state that this is a correction request under Article 36 of the Personal Information Protection Act and that written notice of the result is requested.

  4. 4. Submit to the school and committee review

Submit the request and evidence addressed to the principal and keep a record of receipt. The school's Academic Performance Management Committee reviews the objectivity of the evidence, the reason, and the content of the correction, and then, following the approval process of the correction register, the homeroom teacher of the year in which the error was found makes the correction for current students, and the staff member in charge does so for graduates. Corrections to student information in personal and enrollment details may skip committee review.

  5. 5. Check the result and follow up

When you receive notice of the result, obtain a new copy of the school life record and confirm that the wording was changed as requested. If the correction is not accepted, review the reasons in the notice to see whether additional evidence can be supplemented and request again, or use the objection procedure the school provides under Article 38(5) of the Personal Information Protection Act.

Checked against the statutes on

Statutes and public notices change, so each case needs to be checked individually. Statute titles are given in English for reference. The Korean statutes are the authoritative text.

Check these first

  • The content and reason of each correction are recorded in the correction register and kept permanently with the evidence, and the register may be provided to a higher-level school or supervisory authority on request, so request corrections only for items with solid evidence.
  • Where access would seriously interfere with grade evaluation or admissions work, the school may restrict access under Article 35(4) of the Personal Information Protection Act.

Frequently asked questions

Can a record from a previous, already closed school year still be corrected?
Yes, if there is objective supporting evidence. Article 19 of the Guidelines prohibits corrections after closing in principle, but allows them when evidence is attached and the Academic Performance Management Committee has reviewed the case. Items without evidence are unlikely to be accepted at review.
Can I request a correction if the teacher's behavioral characteristics and overall comments are factually wrong?
Yes, if you have materials showing the facts are different. Rather than challenging the teacher's own observation and evaluation, it helps at review to identify parts where facts that can be checked with documents, such as dates, events, or participation, are different.
By when must the school respond to a correction request?
Article 43 of the Enforcement Decree of the Personal Information Protection Act requires notice of the action taken within 10 days of receiving the request. However, because a school life record correction must go through review by the Academic Performance Management Committee under the Guidelines, state in the request that written notice of the result is requested and keep a record of the date of receipt.
Can a correction be requested after graduation?
Yes. Article 19 of the Guidelines provides that the staff member in charge at the school handles corrections to graduates' records, and the school keeps the school life record for 8 years after graduation. Submit the request and evidence to the school you graduated from.
Can a correction request remove a school violence measure entry?
That is handled by a separate system. Deletion of school violence measures is processed under Article 18 of the Guidelines after the period set for each type of measure, or after review by the school violence response team just before graduation, and objections to the measure itself are pursued through an administrative appeal. A correction request is used when the recorded content is factually inaccurate.
Does an administrative agent prepare the correction request?
Yes. Hwang Yunsang Administrative Office prepares school life record correction requests, organizes the supporting evidence item by item, and handles submission on the client's behalf. Under Article 38 of the Personal Information Protection Act, a request can be made as a representative with the data subject's letter of authorization.
