Vocational Training Institution Certification Evaluation and Training Course Review — Evaluation Grades and Application Documents

Training institutions that want to take part in government-funded training programs, such as national key and strategic industry training, National Tomorrow Learning Card (vocational skills development account) training and employer-sponsored training, undergo an institution evaluation (commonly called certification evaluation) and a training course review. The legal basis is Articles 7-2 and 53 of the Lifelong Vocational Skills Development Act and the Ministry of Employment and Labor notice on the Quality of Vocational Skills Development Training, and the evaluation and review are carried out by Korea University of Technology and Education (KOREATECH) (Enforcement Decree of the same Act, Article 52(4)). New institutions receive a 'New (1 year)' grade, institutions holding a grade receive 'General (3 years)' or 'Insufficient', and the schedule and criteria follow the evaluation plan announced on HRD-Net each year.

Procedure

  1. 1. Confirm institution eligibility and the target program

Institutions that may receive government-commissioned training include vocational skills development training facilities, schools under the Higher Education Act, lifelong education facilities under the Lifelong Education Act and lifelong vocational education academies (Enforcement Decree, Article 12). To operate as a designated vocational training facility, the institution must first meet the staff, facility, equipment and training teacher requirements and be designated by the Minister of Employment and Labor (Act, Article 28). Because the agency that later recognizes the courses depends on whether the program is account-based training or employer-sponsored training, this is sorted out at the start.

  2. 2. Check the evaluation plan notice on HRD-Net

KOREATECH reports the next year's institution evaluation plan to the Minister of Employment and Labor by November 30 every year and announces it on HRD-Net (Notice, Article 11). The evaluation targets and selection criteria, schedule and evaluation criteria are set out in this notice, so the application period and required documents are confirmed from that year's notice. The training course review is also announced separately on HRD-Net through a review plan covering targets, criteria, schedule and restricted fields (Notice, Article 18).

  3. 3. Prepare and enter the institution evaluation materials

The institution evaluation focuses on legal compliance and financial soundness, training performance and training capacity, and is conducted through document review and on-site evaluation (Notice, Articles 12 and 13). Training records, evaluation reports and other materials must be entered on HRD-Net or submitted in writing within the set deadline, and submitting false or manipulated materials leads to disadvantages in the result (Notice, Article 36). If there is an on-site evaluation, the plan is notified at least 14 days in advance.

  4. 4. Apply for the training course review

Courses submitted by institutions with no institution evaluation result or with an 'Insufficient' grade may be excluded from review, so the institution evaluation grade is secured first (Notice, Article 17). The course review focuses on training goals and content, training facilities and equipment, and the suitability of instructors, so the training course implementation plan is written to match the occupational training standards and the facility, equipment and instructor details (Notice, Article 19).

  5. 5. Check the results and apply for course recognition

Institution evaluation and course review results are posted on HRD-Net, and an objection may be filed within the period set in the evaluation or review plan (Notice, Articles 15 and 22). For employer-sponsored training courses, the recognition application (Form No. 2) is submitted to the branch of HRD Korea at least 7 days before the course starts (5 days for training facilities and courses run directly by employers), and recognition of account-based training courses is handled by the regional employment and labor office (Enforcement Rule, Article 8(2); Enforcement Decree, Article 52).

Checked against the statutes on

Statutes and public notices change, so each case needs to be checked individually. Statute titles are given in English for reference. The Korean statutes are the authoritative text.

Check these first

  • If an institution receives a disposition restricting commissioning or recognition of all courses in the evaluation year, it is immediately deemed to have an 'Insufficient' grade (Notice, Article 12(4)), and if course recognition is obtained by false or fraudulent means, the recognition is revoked and recognition may be restricted for up to 5 years (Act, Articles 19 and 24).
  • An institution that does not participate in the evaluation or withdraws during it is given an 'Insufficient' grade (Notice, Article 13(3)), so data entry and on-site evaluation preparation are completed within the announced deadline.

Frequently asked questions

Who conducts the vocational training institution certification evaluation?
Korea University of Technology and Education (KOREATECH) does. Article 52(4) of the Enforcement Decree of the Lifelong Vocational Skills Development Act entrusts the training institution evaluation under Article 53 of the Act to KOREATECH, and the notice on the Quality of Vocational Skills Development Training also designates it as the review and evaluation body. Results are posted on HRD-Net.
How long is a training institution certification evaluation valid?
Either New (1 year) or General (3 years), depending on the grade. Under Articles 13 and 14 of the notice, new institutions or institutions with an Insufficient grade receive 'New (1 year)' or 'Insufficient', and institutions holding a grade and taking part in training receive 'General (3 years)' or 'Insufficient'. Even during the validity period, the grade and period may be adjusted through evaluations of legal compliance, financial soundness and training performance.
When do I apply for the training institution certification evaluation?
During the period set in that year's evaluation plan notice. KOREATECH reports the next year's evaluation plan to the Ministry of Employment and Labor by November 30 every year and announces it on HRD-Net (Notice, Article 11), so the application schedule is confirmed from that notice. The course review schedule also follows a separate review plan notice.
Can I get only the training course review without the certification evaluation?
It is difficult. Article 17(1) of the notice allows courses submitted by institutions with no institution evaluation result or with an Insufficient grade to be excluded from review. A new institution should first obtain the 'New (1 year)' grade through the institution evaluation.
Can I object to the certification evaluation result?
Yes. Under Article 15(2) of the notice, you can file an objection with KOREATECH within the period set in the evaluation plan from the date you are notified of the result (the date it is posted on HRD-Net). Objections are handled by the objection review committee.
Does an administrative agent prepare the documents for training institution certification evaluation?
Yes. Hwang Yunsang Administrative Office reviews the institution's eligibility and target program, prepares the institution evaluation and course review application materials and the training course implementation plan, and prepares and files the application for recognition of a vocational skills development training course on your behalf. We handle the preparation and filing of applications for designation as a vocational training facility in the same way.
