Conformity Assessment for Broadcasting and Communications Equipment — Certification vs. Registration and Documents for the National Radio Research Agency
Anyone who intends to manufacture, sell, or import broadcasting and communications equipment, or equipment that causes or is affected by electromagnetic interference, must complete the applicable conformity assessment under Article 58-2 of the Radio Waves Act: conformity certification, conformity registration, or self-declaration of conformity. Both certification and registration require testing by a designated testing laboratory before the application is filed with the President of the National Radio Research Agency. Under the public notice, certification is processed within 5 days and registration is processed immediately. Selling equipment that has not been assessed, or manufacturing or importing it for sale, is punishable by imprisonment of up to 3 years or a fine of up to 30,000,000 won.
Procedure
1. Confirm whether the product is covered and which assessment applies
Check Annex 1 of the Public Notice on Conformity Assessment of Broadcasting and Communications Equipment to see whether the product falls under conformity certification, conformity registration, or self-declaration of conformity. Equipment that may harm the radio environment or communications networks, or that causes serious electromagnetic interference, requires certification, and other equipment requires registration. Low-risk equipment designated by the public notice may instead be self-declared, with records kept and disclosed in writing.
2. Obtain testing from a designated testing laboratory and collect technical data
Both certification and registration require testing by a designated testing laboratory under Article 58-5 of the Radio Waves Act, so obtain the user manual, exterior photos, component layout, and circuit diagrams from the manufacturer before requesting the test. The laboratory performs the test, and the applicant uses its test report in the application. For products with a built-in radio transmitting and receiving module that has already been certified, the circuit diagram for that part may be omitted.
3. Prepare the application and attachments
For certification, attach a Korean-language user manual, the test report, exterior drawings, a component layout or photos, and circuit diagrams to the Conformity Certification Application (Form No. 1 of the public notice). For registration, submit the Conformity Registration Application (Form No. 5) and the Confirmation of Conformity with Assessment Standards (Form No. 6), while the applicant keeps the test report and circuit diagrams on file. First-time applicants also complete the Application for a Conformity Assessment Identification Code (Form No. 2).
4. File with the National Radio Research Agency and receive the certificate or registration
The documents may be filed electronically with the President of the National Radio Research Agency. For certification, the agency reviews the documents, the application of the assessment standards, and the validity of the test report, processes the application within 5 days, and issues a conformity certificate; for registration, the registration certificate is issued immediately. Certifications and registrations are published in the Official Gazette.
5. Conformity marking and change reports
When the equipment is sold, leased, or displayed (including online listings), the conformity assessment mark must appear on the equipment or its packaging. If assessed details such as the model name, trade name, or components and circuits change, file a Conformity Assessment Change Report (Form No. 10), and if the change relates to the assessment standards, that part must be assessed again.
Required documents
- Conformity Certification Application (Form No. 1 of the Public Notice on Conformity Assessment of Broadcasting and Communications Equipment) or Conformity Registration Application (Form No. 5 of the same public notice)
- Application for a Conformity Assessment Identification Code (Form No. 2 of the same public notice, for first-time applicants)
- Test report issued by the head of a designated testing laboratory or equivalent
- User manual (Korean version, including product overview, specifications, configuration, and operating instructions)
- Exterior drawings (photos showing the front, back, connection points, and conformity mark), component layout or photos, and circuit diagrams
- Confirmation of Conformity with Assessment Standards (Form No. 6 of the same public notice, for registration)
- List of derivative models and their circuit, structure, and function data (when derivative models are filed together)
- Agent Designation (Letter of Authorization) (Form No. 4 of the same public notice, when a domestic representative or agent files)
Fees
Generally in the range of several hundred thousand won across the industry. We quote after consultation based on classification review, the number of models and derivative models, and the volume of overseas manufacturer documents. Testing fees charged by the designated testing laboratory are separate.

Check these first
- Anyone who has completed conformity registration must keep the documents listed in Article 10 of the public notice, including the test report, circuit diagrams, and user manual, and must submit them within 15 days if requested for post-market surveillance.
- For equipment that requires a conformity check at customs, an advance customs clearance confirmation can be obtained after applying for testing, but conformity assessment must be completed within 60 days from the date the confirmation is issued.
