Fact finding & certification
Fact Confirmation Certificate Issued by an Administrative Agent — Effect and Uses, Premium Contracts, Written Commitments, and Non-Business-Use Confirmation Certificates
A fact confirmation certificate is a document in which an administrative agent certifies in writing a fact confirmed as part of the work under the Licensed Administrative Agent Act. It is used when you need to show an administrative agency, a financial institution or a counterparty to a transaction that a certain fact or promise existed. It does not have conclusive effect like notarization, and the recipient judges it by the credibility of its content, so it is important to have the supporting materials together with it.
Procedure
1. Clarify the fact to be certified and where it will be submitted
First decide what has to be certified and to whom the document will be submitted. If the recipient has a prescribed form or required entries, follow that standard.
2. Verify identity and review the supporting materials
The applicant's identity is verified, and supporting materials such as contracts, receipts, photos and communication records are reviewed. Content that is not backed by materials is not included in the certificate.
3. Draft the text, then sign and seal
The confirmed facts are written by date, place and parties, and the administrative agent signs and seals the document. Where necessary, a certificate of personal signature confirmation or a written confirmation from a third party is attached to strengthen its evidentiary value.
4. Submission and retention
Submit the original to the recipient and keep a copy and the supporting materials. If a dispute arises later, the time of preparation and the supporting materials become the basis for judging credibility.
Required documents
- No submission form (the client files no application; the administrative agent prepares and issues the fact confirmation certificate on Form No. 17 of the Enforcement Rule of the Licensed Administrative Agent Act)

- Contracts, receipts, photos and communication records that support the fact to be certified
