Requirements for Adding a Specification to an MSS Innovative Product — Item Identification Number, Limit on Number of Rejections

Procedure

1. 1. Check eligibility to apply

   The applicant must be a small or medium enterprise that holds an MSS innovative product whose designation period is still valid. You cannot apply if the same item identification number has been rejected 4 or more times in new designation, or the same additional registration case has been rejected 2 or more times.

2. 2. Obtain the item identification number

   Obtain the item identification number of the product to be added before the closing date of the public notice. Registration in the item catalog information system and filing in the application system are separate steps, so handle the identification number first.

3. 3. Prove that core performance is maintained

   Appearance and non-core performance may differ, but the core performance of the originally designated product must be maintained. Use test reports and a specification comparison table to set out what is the same and what is different.

4. 4. Apply and respond to the evaluation

   When you apply within the notice period, the in-person evaluation looks at whether core performance is maintained, and the procurement suitability review checks whether the applicant is under sanctions as an improper business operator and whether the product is directly produced. System delays are frequent on the closing date, so it is safer to finish filing 2 to 3 days earlier.

5. 5. Check the notice of planned deliberation

   The notice of planned deliberation runs for 20 days or more, and a re-evaluation may take place if an objection is filed. Keep supporting materials ready for issues that may be raised during the notice period.
